(341-41) 9-64-22.

On January 21st the supervisory visit paid by a delegation of U.S. Department of Energy, headed by foreign policy specialists in the field of nuclear non-proliferation Gregory Dwyer was over at SKhK. This mission was supposed to supervise the implementation of the HEU-LEU program at the plant in the framework of Russian-American cooperation. The representatives of the U.S. Department of Energy and U.S. National Laboratories monitored the transfer of highly enriched uranium (HEU) into low enriched uranium (LEU) at the agreed control points at the isotope separation plant, sublimation and chemical and metallurgical SKhK plant. In the course of visit, Gregory Dwyer met general director of SKhK Vladimir Korotkevich and the chief engineer Anatoly Kozyrev, they were discussing technical details of the visit. U.S. mission chief expressed an opinion that after the completion of HEU-LEU program in 2013 Russian-American cooperation in the field of peaceful atom will go on in accordance with the U.S. – Russian interstate Agreement on the base of the positive cooperation experience accumulated by the parties. For information According to the US-Russian Agreement on the Use of Highly Enriched Uranium Extracted from Nuclear Weapons from 18 February 1993 (HEU-LEU Agreement), the Rosatom State Corporation enterprises process weapons-grade uranium, which is declared as excessive in the Russian Federation, to low enriched uranium suitable for civil nuclear energy and then supply it to the U.S. OJSC “Tekhsnabexport” is an executive agent of the State Corporation “Rosatom” on the HEU-LEU program. 2010 was significantly marked in terms of HEU-LEU Agreement implementation – 80%-line of program execution was passed over. After the first LEU consignment on May 31st, 1995 approximately 11 900 tons of the material were supplied to USA. It was obtained from processing of 412 tons of HEU, which constitutes 82% from its total amount of 500 tons under the HEU Agreement. In 2010 foreign currency income for LEU division work exceeded $ 600 million, and over $ 220 million for a natural constituent LEU (natural uranium). The amount of foreign currency income in the Russian Federation Budget for the delivered material exceeds 9.5 billion U.S. dollars for the years of HEU-LEU Agreement implementation. Moreover, LEU natural constituent at the estimated cost of $3 billion was returned to the territory of the Russian Federation. Predictive evaluation of the total price of HEU-LEU Agreement, taking into account the forthcoming until 2013 LEU and LEU natural components supply and return of the unsold part of the LEU natural component to the Russian Federation, suggests that the income of Russia could reach $ 17 billion, of which total foreign currency income is approximately $ 13 billion.
