The Structure and the Tasks

To achieve the improvements in ensuring the employees health protection and safety and according to RF legislation and normative documents, JSC ChMP established Safety Inspectorate Board (SIB). The Board is the independent structure subdivision of the Plant that was established December 1, 2008 under the order # 1749 dated November 14, 2008 of the Managing Director of the Plant. SIB activity is carried out by the Deputy Technical Director for Safety Inspection – the Head of SIB. According to ChMP approved structure the latter is directly subordinated to Deputy Managing Director – Technical Director.

SIB consists of:

Activity of SIB specialists is quided by:

• RF (Russian Federation) and UR (Udmurt Republic) current legislation;
• international normative documents;
• normative documents and guidelines of federal, republic and local bodies including the "Charter of the employees discipline in organisations with specially dangerous production in the field of application of nuclear power";
• JSC ChMP Regulation;
• decisions of ChMP Stockholders Meeting and Committee of Directors;
• JSC ChMP Corporation Ethics and Behavior Code;
• JSC ChMP Managers’orders;
• decrees of Deputy Managing Director – Technical Director;
• decrees of the heads of the relevant competent Departments;
• the valid Plant local and normative statements, approved plans and time schedules of works.
  

Safety Inspectorate Board carries on organisation and coordination of works at the Plant to assure the safe labor conditions in the field of labor safety, industrial and and radiation safety, environmental protection (EP), civil protection and emergency situations response (CP&ESR).
In addition to on organisation and coordination of works SIB carries on the inspection of the safety labor condition, industrial and and radiation safety, EP, CP&ESR at the Plant and validity of legal rights and interests of the employees. One of the main goals in SIB activity is the development and functioning of JSC ChMP System of Management of Labor and Industrial Safety, System of Management of Health Protection and Labor Safety (SMHP&LS), Quality Management System (QMS), and Environment Protection Management Sysytem (EPMS) in the scope of SIB activity. The other task is to provide efficient cooperation between the Plant structural subdivisions and individual excecutors and to perform the energetic control of their activity.

SIB defines and sets the Plant employees goals and tasks, determines directions, optimal strategy and means for realisation of these tasks to provide the safety.

SIB carries out the systematic supervision of the Plant subdivisions in the field of SIB activity.

SIB monitors the full scope of executing of the rules of internal labor routine, labor safety requirements, production, fire protection and radiation safety, quality management system, environmental protection, health protection and labor safety, normative-lkegal statements, that cover the activity of JSC ChMP.

SIB arranges performing of production inspection.

SIB provides fulfilment of executing of the guidelines conserning civil and emergency situations protection.
