 In the field of System of Management of Health Protection and Labor Safety (SMHP&LS)

Realisation of the Plant policy in the field of ecology, health protection and labor safety.

Distribution of the policy among the staff of the Plant, interested parties and the staff of subcontractors and visitors.

Realisation and introduction of the "JSC ChMP Labor Safety Management System" (LSMS) and production safety (PS) at the Plant.

Registration and review of conditions and reasons of industrial injuries, professional diseases and diseases stipulated by the in-plant factors.  

Organizational management of procedures for measurement of parameters of the dangerous and hazardous in-plant factors, provision of systematic supervision of the Plant subdivisions in evaluation of equipment and devices safety, identification of danger and evaluation of risks in the Plant subdivisions.

Provision of systematic supervision of the Plant subdivisions in certification of working places depending of the working conditions and certification of labor safety measures at the Plant.

Provision of administrative – public inspection of condition of health protection and labor safety, radiation, industrial and fire protection safety and readiness for emergency situations in the Plant subdivisions.

Provision of systematic control in the Plant subdivisions when development of measures aimed at prevention of in-plant injuries, professional diseases, improvement of working conditions, and upgrading them according to the labor safety normative-legal statements, upgrading of equipment to the norms and rules of Rostechnadzor (Russian Technical Supervision) , monitoring of their timely execution.

Preparation of the section "Labor Safety" of Collective Agreement, "Agreement for labor safety and improvement of sanitary – domestic conditions at the Plant" and monitoring of timely execution of the above mentioned measures.

Compiling of lists of professions and duties in subdivisions of the Plant to subject the employees of the divisions to mandatory periodical medical observations.

Compiling of the document "List of professions and duties of workers and specialists who have rights for the State pre-term pension and benefit granted for adverse working conditions".

Organizational management of accidents investigations in accordance with Provisions of peculiarities of accident investigation, agreed by the regulation of Russian Federation Labor Ministry dated October 24, 2002 # 73, and participation in work of accident investigation commission.  

Participation in preparing documents for assignment of insurance payments due to in-plant accident or professional disease.

Timely compiling and presentation of reports of labor safety and working conditions in established form.

Participation in arrangement of training and examination in labor safety requirements, in preparation and certification the managers and specialists of the Plant for in-plant safety regulations.  

Participation in the Plant commissions for examination of labor safety requirements of the members of the Plant subdivisions commissions.  

Organizational management of performing of labor safety instruction, periods of trainee at working places and examination labor safety requirements. Non-admission to work of persons without certain training, instruction, period of trainee and examination for labor safety knowledge.

Organizational management of activity of labor safety office, rendering systematic assistance in preparation of information stands for labor safety in the Plant subdivisions.  

Popularization of labor safety matters with application the internal radio and television broadcasting, video and movies, jobbing work, wall newspapers, shop windows, etc.

Reviewing and summarizing of proposals for spending of funds aimed at labor safety, development of the tendencies of their efficient application, preparation of the grounds for assigning means from the labor safety territory fund for performing the measures for improving of labor conditions and safety.

Establishment of safe labor conditions, provision of observance of labor safety rules and regulations, in-plant safety in all kinds of works carried on in SIB, taking appropriate measures for improvement of working conditions for employees, arrangement of technical contents and safe operation of the objects belonging to Rostechnadzor in accordance with the rules and instructions requirements.  

Mutual collaboration with JSC ChMP Trade Union for establishment of public monitoring for observance of the rights and legal interests of the employees in the field of health protection and labor safety.
