The Main Orientations of Manpower Policy

The Human Resource Management is considered as the part of the uniform system of the Plant management and is based according to the requirements of ISO 9001 and recommendations of ISO 9004. In terms of the above mentioned requirements and recommendations the Human Resource Management is based on the principle of so called "resource" approach. This approach means that the strategical goal of the manpower policy is the increase and reasonable use of the manpower resources. The "manpower resources" include the main manpower attributes ("resource components"), which define directly the activity efficiency.

The components of the manpower resources are:

  • "amount of employees" – the degree of conformity of employees number to the staff list;
  • "working capacity" – the ability of an employee to efficient work, defined by the level of development of his professional skills, education and training;
  • "labor motivation" – the endeavor of an employee to achieve the certain goals;
  • "staff stability" – the stability of the staff, based on satisfaction with the work at the Plant;
  • "cooperation" – high level of corporation culture and favorable social-psychological climate.

Consequently, the above mentioned approach is based on the evident logic of realization of the goal function of the staff management, which provides not only acceptance for employment, migration and dismissing but also selection of necessary amount of capable employees, awaking their interest in labor results provision of professional growth and stability and establishing conditions for mutual collaboration.
